Reconsider nomadic label attached to Puroik community: APWS

ITANAGAR, May 7: All Puroik Welfare Society (APWS) has appealed to the Chairman, National Commission on De-notified and Nomadic Tribe (NCDNT), Union Ministry of Minority, Social Justice & Empowerment & Tribal Affairs, to remove/reconsider the nomadic label attached to Puroik community of Arunachal Pradesh.

The term Nomad used on Puroik tribe requires urgent and special attention from the concern authorities, APWS said in its memorandum submitted to the Commission and appealed for de-notification of notified nomadic tribe of Puroik community.

The Puroik community, like other tribes of the State, also have their own permanent villages in Kurung Kumey (54), East Kameng (58), Upper Subansiri (2), Kra-Daadi (1), Papum Pare (6) and West Kameng (2), the memorandum said and appealed to the NCDNT Chairman to give necessary direction to the Govt. of Arunachal Pradesh in particular and government of India in general for the de notification.

While expressing its strong resentment over non-implementation of various recommendations of the High Power Committee like, relief and re-settlement, housing facilities, employment opportunities, educational facilities, political participation and various other assistance and benefits to Puroik community, APWS in a separate memorandum appealed to the NCDNT Chairman to do the needful for immediate implementation of recommendations by the State Government.

APWS said that the HPC recommendations have not been fully implemented till date compelling the Puroik Welfare Society to approach the High Court seeking an order from it to give necessary direction to the State Government and other respondents to do the needful urgently.

The High Court after admitting a PIL filed by the society directed the State respondents to implement all the recommendations of HPC.

In yet another memorandum, the APWS appealed to the NCDNT Chairman to facilitate and provide free education to orphan children of Puroik community in some private schools.

“We have approached many times to the state government for taking initiative in this regard but to no avail,” the memorandum said.

As per our records, as of now, there are 116 orphan children in Puroik community. The number may increase if an intensive survey is conducted, it said.

3 NSCN (IM) cadres nabbed at Kanubari

ITANAGAR, May 7: Three hardcore NSCN (IM) cadres were nabbed in a joint operation by Army and local police on Friday morning at Kanubari.

On being tipped off by reliable sources on the presence of NSCN(IM) cadres in Kanubari to disrupt election activities, a column of 4th Sikh Regiment and Kanubari Police made extensive cordon and search operation and were successful in apprehending the ultras. Three pistols, one hand grenade, 20 live rounds of 7.62, five .22 live rounds, 30 grams of Opium smeared in cloth and extortion letter addressed to the two contesting candidates in the ensuing Kanubari bye-election were recovered from the NSCN (IM) cadres.

The arrested cadres are Panglem Wangpan, (Political Officer) 32 yrs from Longsom village under Kanubari, Hiwan Boham (2nd Lieutenant) 25 yrs, Olingtong village under Kanubari and Aton Konyak (2nd Lieutenant), 26 yrs from Tizit, Mon, Nagaland.

A case has been registered vide KBR PS Case No.04/2016 u/s 384/511/34 IPC r/w Sec. 25 (IA) Arms Act. and Sec. 5, Explosive Substance Act. and Sec 18, NDPS Act. Further investigations are being taken up, informed Kanubari police.

Media fraternity felicitates journo-turned administrator Une Pertin

ITANAGAR, May 7: The press fraternity of the state under the aegis of Arunachal Press Club (APC), Arunachal Pradesh Union of Working Journalist (APUWJ) and Arunachal Electronic Media Association (AEMA)on Saturday felicitated scribe Une Pertin who cracked the APPSC this year and waiting to get appointment as a circle officer.

The fraternity members in a meeting convened at the Press Club presented a memento and a certificate of appreciation to Pertin for her association with the media fraternity since long. Pertin was working as a staff reporter of The Arunachal Front.

The members present in the meeting congratulated Pertin for her success and wish her a successful life as an able administrator.

Addressing the gathering APC chief Chopa Cheda while wishing her a brilliant career, asked her to be a role model in her job for others to emulate. He hoped that being from a media background, Pertin would perform her duties sincerely and dedicatedly without discrimination to any sections of the society. He also asked her to lead the way in providing a corruption free administration.

Cheda further lamented that despite declaration of results by the Arunachal Pradesh Public Service Commission (APPSC) two months back, the candidates are yet to get their appointment letters.

“This is unfortunate as all the candidates who have cleared the exam are waiting for their appointments. The state government should look after the plight of the candidates as many were from poor family background and are losing precious time which will affect in their seniority,” Cheda pointed out adding, many administrative centres in the state are suffering for want of circle officers.

Speaking on the occasion APUWJ president Azing Pertin while congratulating Une for her new innings asked her to help the media of the state in its development while, AEMA president Mukul Pathak urged all the aspiring candidates from the fraternity to inform in advance so that the fraternity could help them in preparing for APCS examinations.

APC general secretary Ranju Dodum lamented that due to lack of financial and job security to scribes, many talented journalists in the state have opted for white collared government posts thereby creating a vacuum in the media industry.

In her speech, Une extended gratitude to her media colleagues for their encouragement and said that though journalism was her passion but due to inadequate social and financial security she had to choose other option. She, however, maintained that if media industry in the state could provide job security then nobody would desert the profession.

Rijiju meets Tawang firing injured

ITANAGAR, May 7: MoS Home Kiren Rijiju visited three patients who were injured in May 2 Tawang Police firing, currently admitted in two different hospitals of Guwahati.

At Hayat Hospital, he met Wangpo Thutan from Bombay Village, Tawang while at Downtown Hospital; he met Rinchin of Pharmey Village and Dondup Chonste, Sakyur Village.

The Minister assured full support from the Government after speaking to the Hospital administrations and the family members of the injured.

Rijiju is expected to reach Tawang on Sunday to meet the Tawang administrative officers, peace keeping team, monks, general public and others to understand and address the issue for a better solution and peace to Mon region, said an official communiqué.

On Saturday, he made two attempts to reach Tawang by chopper but could not land due to bad weather.

On May 2, two people including a Monk was killed after Police opened fire on protestors in Tawang who were demanding the release of Lama Lobsang Gyatso, the anti dam crusader from Police custody.

Over 200 benefit from free eye check up camp

ITANAGAR, May 7: In all 270 patients from Emchi, Amba, Midpu, Gumto, Rono and Doimukh area benefitted from a day-long free eye check up camp jointly conducted by the Rajiv Gandhi University Employees Association (RGUEA) and Ramakrishna Mission Hospital, Itanagar, at the University campus on Saturday.

A team of doctors from RKMH including, Optometrists along with health assistants screened the patients and prescribed medicine. 14 patients were also referred for free operation.

Girl stabbed to death, accused lynched by mob

ITANAGAR, May 7: A man identified as Nagar Koti (30) from Pithoragarh, Uttrakhand allegedly stabbed a girl to death in front of her family members at Namsai on May 5. Later Koti was lynched by angry mob, said police.

Incident occurred when Koti came straight to girl’s residence looking for her from Delhi. He accosted the girl’s father to let him take her back to Delhi. In the meantime, girl came and Koti started asking her the same in an intimidating tone.

When the girl refused to go back with him without her family consent, the accused allegedly stabbed her to death with dagger, informed SP Tezu, who also in charge of Namsai.

After hearing the incident, the angry mob nabbed Koti and lynched him.

Police further divulged that accused and the girl had been in relationship for last six years, they were living together in Delhi. The girl left him because he allegedly used to assault her. SP further added two separate cases had been registered with Namsai PS case no. 46/16 u/s 302/307 IPC and 47/16 u/s 302/34 IPC.

The girl’s mother was also injured by Koti. The injured mother was shifted to a Dibrugarh Hospital for treatment.

Family members seeks police help to trace out missing boy

ITANAGAR, May 7: In what appears to be a case of human trafficking, a 14 years old (then in 2007) Tada Yorung, a native of remote Karle village under Monigong circle in West Siang district, was lured and taken away from his village allegedly by an ITBP personnel to his hometown promising him of job.

Reportedly, ITBP personnel indentified as Constable Gurunath Chauhan (Medic) bearing R/No-940070409.C/GD, who was serving under the Commandant 17th Bn ITBP, had befriended the boy at Monigong as he was engaged as porter by the ITBP. The accused allegedly lured the minor boy of lucrative job at his hometown (Kinnaur district in Himachal Pradesh) and took him along without the consent of his father in 2007 and since then the whereabouts of the boy is not known.

The incident came to light recently only when the aggrieved parents sought the help of All Mechukha Sub-Division Youth Welfare Association (AMSDYWA) to trace out their only son. Accordingly, the Association lodged an FIR with the Superintendent of Police, Aalo, West Siang against Gurunath Chauhan who allegedly took away the boy. The youth body fervently requested the SP to pursue the case and immediately trace out the accused ITBP constable. The youth body further claimed that, a complaint was lodged with the Monigong Circle Officer in 2011 which was later referred to the Commandant 37th Bn ITBP Panchkula, Ramgarh, Haryana on 18th April 2011, but the accused ITBP personnel made some excuses instead of bringing back the boy.

Left with no other options, the father again lodged a complaint with the Commandant 20th Bn ITBP, Aalo on 4th April 2013 seeking for an inquiry about the whereabouts of boy. The ITBP personnel wrote back to the Commandant 20th Bn ITBP, Aalo stating that the boy didn’t stay with him anymore and working for some other person without furnishing any details. Expressing serious concern over the incident, the Association claimed that all efforts have been tried with the ITBP authorities, but all in vain as no concrete information was being provided about the accused personnel. It requested the SP, Aalo to initiate immediate steps to trace out the missings person, as the hapless parents were still hoping for his return. It also requested the SP to direct the OC Police Station Mechukha to register a case and initiate immediate necessary steps.

FLIGHTS OF FANTASY...

As per Govt of India, Forest Survey of India Report 2013, amongst all the states of India, Arunachal Pradesh has the second largest forest cover in the country at 67,321 sq km of forest cover. In terms of percentage of forest cover with respect to total geographical area, Arunachal Pradesh is fourth highest with 80.39 percent.

However, as per the same reports, between 1989 to 2013 the forest covered area of Arunachal Pradesh has reduced by 1681 sq km. Between 2011 to 2013 the forest covered area of Arunachal Pradesh has reduced by 89 sq km.

Reduction in forest cover has been caused by variety of reasons including Jhum (shifting) cultivation, forest fires, legal and illegal timber business, conversion of forested areas for construction of houses/offices/ irrigation fields, hill cutting to create real estate, firewood etc.

Old timers will vouch for the fact that areas around our villages/towns including the paths leading to them were covered by dense forests. Due to the dense forests, wild animals were occasionally spotted in these forests. Today the forests around our villages/towns and along the roads have been severely depleted. In most cases we may clearly see the other horizon or the foot hills through the sparse bushes!

Only those forests are surviving where humans/vehicles/elephants cannot venture due to rough terrain. At a small scale, some govt declared reserve forests are being preserved. Some trees/plants are being revived due to plantation crops like tea, rubber, orange etc.

The recent phenomena of severe water shortage in drought hit states like Maharashtra, Karnataka, Telangana etc, the water clashes between states of Haryana, Punjab, Karnataka, Tamil Nadu etc, the abnormally high average temperatures in many places of mainland India should serve as a chilling reminder about the long term ill effects of deforestation.

It is still not too late to rectify these problems associated with deforestation.

One of the major sources of deforestation is widespread cutting of trees for firewood. The govt and social organisations should take a lead role in promoting the adaptation of biogas in our villages/towns for cooking/heating requirements. Govt may subsidize the installation of biogas plants. Access and availability of cooking gas may be expanded to our villages. Availability and usage of cooking gas is presently negligible in our villages. This will reduce the cutting of trees for firewood.

We all should voluntarily avoid using wood in the construction of our houses/buildings. Wood may be replaced with cheaper and easily available alternatives like wood composites, plastic wood, plastic etc. Use of bamboo in house construction may also be encouraged.

Illegal timber business by using bench saws in certain areas should be banned and strictly implemented.

The govt and social organisations should also take a lead role in planting more trees. This may be promoted through horticulture or other plantation crops like tea, rubber, oil palm, orange etc.

The govt and other organisations may also consider networking all offices to achieve a paperless office. Paperless offices are in practice in many places. This will lead to a huge reduction in usage of paper (wood product) in our offices.

As responsible citizens, our aim should be to leave behind a Healthy Earth/Environment for next generation Arunachalese who can taste fresh air and fresh water.

56th BRO Raising Day celebrated

ITANAGAR, May 7: Project Arunank celebrated the 56th Raising Day of Border Roads Organisation (BRO) with various programmes at Naharlagun today. The celebration included a ceremonial Sainik Sammelan presided over by CE, Project Arunank in the morning. In the evening an Officer Mess social was organized which was attended by the Chief Engineers of PWD, Highways, doctors from Govt Hospital Naharlagun, and a host of other dignitaries of the state.

On this auspicious day, all ranks of Project Arunank, and BRO rededicate themselves to serving our great nation, and the magnificent state of Arunachal Pradesh.

The project also highlighted its some of the important achievements, like maintenance of 429.37 Km of roads, formation cutting of 331.42 Kms, surfacing of 446.67 Kms of roads and construction of a total length of 604.27 Mtrs of bridges in the state on the occasion.

Project Arunank was raised at Naharlagun (Itanagar) a little more than seven years back to accelerate the progress of works in high priority Indo - China Border Roads, SARDP-NE package roads, and PM package roads.

Earlier the Project had three Task Forces, and its area of responsibility was spread over seven to eight districts of Arunachal Pradesh. During the year 2011, Project Brahmank was carved out from this Project. This Project is responsible for construction and maintenance of 865 Kms of roads approximately. The project is deployed over a vast area covering five districts of Arunachal Pradesh including Upper Subansiri, Lower Subansiri, Kurung Kumey, Kra Dadi, and Papumpare.

All ranks of Project Arunank have been rendering a yeoman service in construction, improvement, and maintenance of roads in one of the remotest, and toughest parts of Arunachal Pradesh. The BRO personnel have been working tirelessly even during heavy rains during most part of the year to keep all the roads under their responsibility open by clearing landslides, and carrying out repairs to damages caused by rains.

In totality, Project Arunank has been playing a significant role in nation building, and improving the state of road infrastructure in the state of Arunachal Pradesh true to its tag line “ BRO Creates, Cares, and Connects ”.

The Border Roads Organisation (BRO) celebrated its 56th Raising Day in the newly established Additional Director General office (East) at Jalukbari, Guwahati on Friday.

The said office has been established for Eastern sector to improve road connectivity in far flung areas in North East. The celebrations began with GREF Sammelan, which was attended by Additional DGBR, Dr. S S Porwal, officers/personnel and retired GREF officers and personnel along with their families.

Mothers Society visit Mother’s Home

ZIRO, May 7: The members of Mother’s Society, Ziro visited Mother’s Home on Saturday and offered food items to the destitute, orphans and differently abled persons at the home.

The Mother’s Home is run by Achu Kuru Welfare Society, Ziro in which Tailyang Santii takes the lead role as the mother of the Home.

The members of the Mothers Society led by its president Mudo Dumi interacted with the inmates consisting of eight differently abled persons, two males and six females.

Later, the NGO team also visited the District Relief & Rehabilitation Centre (DRRC) run by Apatani Baptist Association, Ziro and offered food items for the inmates and interacted with two differently abled persons staying in the centre.

DRRC Secretary, Michi Tamang shared them about their problems in running the centre without any support from the government. The Centre bears medical expenses of an inmate upto Rs.5000 but if it goes higher and have to seek assistance from their parents.

Mothers Society has appealed other NGOs to visit the Centers at least once in a year and spend time with the inmates so that they will not feel isolated from the society.

KVS Regional Sports Meet-21016 begins

ITANAGAR, May 7: The 47th KVS Tinsukia Regional Sports meet—2016 in the disciplines of Taekwondo, Judo and Boxing for Boys U-14, U-17 and U-19 began at Kendriya Vidyalaya No.2 Itanagar on Friday.

Around 128 participants and 17 escort members from various Kendriya Vidyalayas of Tinsukia region are taking part in the Sports Meet.

Director Youth Affairs D K Dinglow, who declared the meet open, encouraged the participates to take part in the meet with full zeal and vigor and to maintain sportsman spirit.

The opening day witnessed preliminary rounds of competitions all the three disciplines.

Speaking on the occasion, Principal of the host School GD Meena encouraged the participants and wished them all success in the meet.

Various cultural programmes were presented by the students of the school followed by oath taking ceremony by the participating teams.

The meet will conclude on May 8.

Tawang gets new DC

TAWANG, May 7: Kashish Mittal took over the charges of Deputy Commissioner, Tawang yesterday. While interacting with the HoDs at the Circuit House, DC reiterated that the needs and aspirations of the public should be the top most priority. Summer music workshop at OWA

ITANAGAR, May 07: A 'summer music workshop" was organized by India's Got Talent –2010 first runners up Toko Teji along with the members of his band Royal Flash at the Oju Welfare Association in collaboration with Arunachal Women Helpline.

The main objectives of the workshop was to bring hope and build confidence among the children and women victims sheltered at OWA as well as encourage their creativity and fill their life with meaning.

“Music is soul healing therapy and it can heal the pain of the victims, which they had experienced in the past, said OWA Chairperson Ratan Anya.

The band Royal Flash is also planning for street show to raise fund for the less privileged children and women victims.

They also promised to provide platform to the children those who are good at musical activities to build their career.

Late Jomin Tayeng remembered

ITANAGAR, May 7: The members of Donyi-Polo Gangging Roing, PRI leaders, well-wishers and the family members remembered Arunachal’s first IAS officer late Jomin Tayeng on his 3rd death anniversary on Saturday. The people made a bee line and paid floral tribute to late Tayeng. Born on February 1, 1944 in Dambuk in pre-independent India, Late Tayeng became an orphan at an early age. Through his hard work, dedication and sincerity, he forged ahead to become the first direct recruit-IAS officer from the then-NEFA in 1968, in the same batch of present Governor of Arunachal Pradesh J P Rajkhowa.

His years of service took him to several places in the region; most notably he is remembered for his time spent in Assam, Meghalaya and a short-tenure in Arunachal where he served as first the Director Industry and Secretary to the Chief Minister. Tayeng went on to become the chief secretary of Meghalaya in 2001.

Like many former administrators’s who find it difficult to adjust to the passive life of post-retirement, he too was unable to stay away and far from the people and decided to join active politics in the state. Tayeng was elected to the legislative assembly in 2009 from 42 Dambuk Assembly constituency. He died on May 7, 2013 after prolonged illness while still an MLA.

Subsequently, he was succeeded as MLA by his wife Gum Tayeng, the present Dambuk MLA. Late Tayeng is survived by his three children; while Raju Tayeng is an IRS officer, Abu Tayeng and daughter Mimum Tayeng are APCS officers.

Symposium on Aka script

ITANAGAR, May 7: A two-day symposium on Aka script is going to be conducted by the Aka (Hrusso) Elite Society at Bhalukpong in West Kameng district from May 13 next.
